HS Code Bangladesh: how to find and verify the right tariff code

The single biggest source of unexpected duty bills in the Bangladesh import corridor is HS code misclassification. NBR assesses on the code they pick, not the one on your invoice — and their pick is final unless you appeal. This guide is how experienced clearing agents classify correctly the first time.

What "HS code" actually means in Bangladesh

Bangladesh uses the 8-digit Bangladesh Customs Tariff code, built on the 6-digit WCO Harmonised System plus two national digits.

The first 6 digits are internationally harmonised — India, Bangladesh, and 200+ countries agree. The last 2 are set by NBR and are where classification disputes usually occur.

The 5-step classification method

  1. Chapter first. Read the chapter title and its Chapter Notes — these are legally binding. Do not jump to keyword search.
  2. Heading (4-digit) by function or material. Most chapters split by what the good is, but a few (like Chapter 84 machinery) split by what it does.
  3. Subheading (6-digit) by specific characteristic. Grade, texture, denier, voltage — read the subheading notes.
  4. BD national extension (8-digit). Check the current NBR tariff schedule PDF — this is where the SRO applies.
  5. Cross-check with General Interpretation Rules (GIR). GIR 3(b) — "essential character" — resolves ~80% of edge cases.

The five traps we see most on the India–Bangladesh corridor

1. Confusing "parts" with "accessories"

An LED driver for a light fitting: is it a part (Chapter 85, ~5% CD) or an accessory (Chapter 94, ~25% CD + 20% SD)? Chapter Notes to 85 and 94 are explicit — read them.

2. Textiles by fibre content

Cotton yarn 85%+ cotton: Chapter 52. Cotton yarn 80% cotton / 20% polyester: often Chapter 55 (synthetic staple) under GIR 3(b) — because polyester gives essential character in blends. Duty differs by 15+ points.

3. Machinery imported CKD vs SKD vs assembled

A CKD (completely knocked-down) import can qualify for concessional CD under specific SROs, but only if the packing list actually breaks parts out. One assembled sub-unit on the manifest disqualifies the whole line.

4. Chemicals — end-use matters

Many industrial chemicals have dual entries in Chapter 28/29 (basic chemical) and Chapter 38 (formulated preparation). NBR often classifies to the higher-duty preparation heading unless MSDS proves purity.

5. Food ingredients vs finished food

Cocoa powder for industrial use vs cocoa powder for retail: same 6-digit HS, different 8-digit BD extension, radically different SD.

HS code lookup workflow (fast)

For a rush classification, this is the order that resolves 95% of cases in under 5 minutes:

  2. Read the chapter note and heading text — not a keyword match, the actual legal text.
  3. If ambiguous, apply GIR 3(b) — which component gives essential character?
  4. If still ambiguous, request an Advance Ruling from NBR (form and fee via nbr.gov.bd). This binds NBR for 3 years.
  5. Document your reasoning in the file — you will need it on appeal.

When to escalate to an Advance Ruling

  • CIF > BDT 5 crore per shipment
  • Repeat imports on the same code
  • SRO applicability is unclear (e.g. capital machinery concession)
  • Prior shipment was reclassified by NBR

How do I find the HS code for a product in Bangladesh? Start from the WCO chapter that covers the material or function, read the binding Chapter Notes, narrow to the 4-digit heading, then the 6-digit subheading, and finally map the 2-digit NBR national extension from the Bangladesh Customs Tariff schedule. Never classify from a keyword search alone.

Is the Bangladesh HS code the same as the Indian HS code? The first six digits are identical — India and Bangladesh both follow the WCO Harmonised System. The last two digits differ: India uses an 8-digit ITC(HS) extension, Bangladesh uses its own NBR extension. An Indian supplier's invoice code is a starting point, not an answer.
